At age 86, he peacefully departed this world on May 30, 2026, surrounded by his loving family.
Born on September 20, 1939, Paul was the son of the late John and Jane (Foote) Halliwell. Paul was the beloved husband of Susan (Romano) Halliwell for 55 beautiful years; loving father of Megan (Steve) Shilling, Andrew Halliwell, Lucas (Nathalie) Halliwell, Jessica (Jeff) Meyer, Chris (Sandy) Halliwell and the late Eric Halliwell; and a treasured grandfather lovingly known as "Pop Pop," to Stephen, Courtney, Leah, Lindsay, Robert, Nicholas, and Ava. He was the caring brother of Mary Lou (late Edward) Barnhardt and Leigh (Kim) Halliwell, and the late Roseanne (Mark) Hutchings.
Paul was a graduate of Mt. Lebanon High School class of 1957. He went on to Ohio University and received degrees in both mathematics and physics in 1961. He began his career at Babb Insurance and in 1973, Paul founded Halliwell and Associates, Inc., a premier actuarial consulting company that employed more than 75 people and provided actuarial consulting services to private, governmental, and labor benefit plans. His consulting firm was concentrated almost exclusively in the area of litigation support in matters involving economic damage.
For more than 30 years, he provided expert economic reports and testimony services involving more than 500 cases of wrongful death, injury, and employment termination. He worked with more than 100 lawyers (both plaintiff and defense) and appeared in various courts (federal and local) on numerous occasions. Paul was one of very few forensic actuaries and economists qualified to measure the impact of pre-existing medical conditions upon lost earnings potential. His services were sought all over the country and the world, including traveling to Ghana to help their government create their retirement and social security plans.
In 1981, the then Governor Dick Thornburgh of Pennsylvania appointed Mr. Halliwell to the newly formed Public Employee Retirement Commission (PERC). He was repeatedly reappointed over his career by six Pennsylvania governors, including Tom Ridge and Tom Corbett. Paul was a charter member of PERC when it was established, and he was elected Chairman on April 18, 1995. His long tenure as chairman lasted until the end of his appointment in June 2008, after which both the Pennsylvania Senate and House of Representatives recognized him via official resolutions for his many years of dedication to the Commonwealth.
Paul studied the French horn growing up and was a member of the Pittsburgh Youth Symphony. He was trained in classical guitar and piano. His love for music never diminished, and in 1986, he began taking trumpet lessons from nationally renowned
Anthony Pasquarelli was his oldest student. Shortly afterwards, Paul joined Community Band South, a 70-piece concert band under the direction of James Bennett and Dean Streator, and played with CBS for more than 30 years. In 2007, he joined Allegheny Brass Band and performed all around the area. He played a gold-plated Severinsen-Akright cornet and a Scodwell trumpet (and those were just a few of the many trumpets he owned). He was instrumental in producing the Allegheny Brass Band's first album.
Paul served on the board at St. Clair Memorial Hospital for more 35 years helping to build the medical center it is today. He was also a long-term board director of Pittsburgh Ballet Theatre for 30 years where he helped them acquire the new building on Liberty Avenue, bought them their first computer, created their by-laws, was instrumental in hiring PBT's Artistic Director Terrence Orr and PBTs school directors, Marjorie Grundvig and Dennis Marshall and numerous executive directors. He also served as a director of River City Brass for several years and was Vice President of Allegheny Brass Band. He was active in the community and was a member of Rotary Club of Bethel-St. Clair in which he served in numerous positions over the years.
What most people do not realize is that he had a black belt in karate and taught at Pennsylvania Karate Academy. He also was an avid weightlifter and helped train some of the top collegiate football players in our area.
Paul will be remembered as a larger-than-life and gentle person who leaves behind a legacy that will be the type of remarkable story that grows into the tall tales of legends. Still, for now, he is humbly remembered for his ability to calculate mathematical formulas without a calculator, his ability to laugh, his quirky jokes, and the gift to make everyone he was around feel loved and special.
Visitation will be held at BEINHAUER FUNERAL HOME at 2820 Washington Road, McMurray, PA 15317, on Friday, June 5, 2026, from 2 PM-8 PM. A Mass of Christian Burial will be held on Saturday, March 6, 2026, at 10 AM, at St. Thomas More Resurrection Church, 126 Fort Couch Rd., Pittsburgh, PA 15241. Everyone please meet at the church. Interment to follow at Queen of Heaven Cemetery.
